Does it ban costumes from the streets? Does it close the streets to people who don't live there? I have trouble believing the Castro villagers that I knew back then wouldn't find a way to avoid some silly regulation so they could have a great party. <br /><br />I am honestly curious, how is this feat accomplished?Stephen R.
